СОВЕРШЕНСТВОВАНИЕ МЕХАНИЗМА ФИНАНСОВОЙ ПОДДЕРЖКИ НОВЫХ РЕГИОНОВ, НАПРАВЛЕННОГО НА ПРЕОДОЛЕНИЕ МЕЖРЕГИОНАЛЬНОГО ЭКОНОМИЧЕСКОГО И ФИСКАЛЬНОГО ДИСБАЛАНСА
Аннотация
Вхождение в состав Российской Федерации новых регионов привело в том числе и к изменениям в межбюджетных отношениях. Вполне объяснимо, что достаточно сложная ситуации на новых территориях приводит к необходимости финансовой поддержки этих субъектов. В статье проведена группировка мер, позволяющих новым регионам успешно адаптироваться в бюджетное пространство России. Данные меры не дадут в рамках межбюджетных отношений значительно увеличить нагрузку на федеральный бюджет и бюджеты субъектов Российской Федерации. В ходе исследования рассмотрены и проанализированы особенности межбюджетных отношений в новых субъектах в период с 2023 г. по настоящее время и ближайшее будущее. Проведенный анализ показал, что не все новые публично-правовые образования приняли или приняли своевременно нормативные правовые акты в налогово-бюджетной сфере. Несмотря на все сложности необходимо завершить нормативно правовое урегулирование, в том числе и в межбюджетных отношениях. Сделан вывод, что несмотря на сложности, новые территории постепенно преодолевают межрегиональный экономический и фискальный дисбаланс и постепенно интегрируются в экономическое пространство России. Однако еще рано говорить о высокой эффективности межбюджетных трансфертов. Необходимо продолжить внедрение стратегии эффективного бюджетирования в межбюджетных отношениях новых территорий. В работе предложено с целью снижения финансовой нагрузки на федеральный и ряд региональных бюджетов предусмотреть помимо финансовой помощи новым регионам в форме межбюджетных трансфертов, начиная с 2025 г. предусмотреть предоставление этим территориям бюджетных кредитов.
