HIERARCHICAL APPROACH TO EVALUATING THE COMPETITIVENESS OF UNIVERSITIES

Abstract
In article is considered the problem of analysis of competitiveness of universities. For decision such problems often use quantitative evaluations such as ratings and rankings. With growth of suggestions from organizations providing educational services, and insufficient volume of demand, due to demographic situation in country, leading position takes the university with the highest rating, and status of leader will inevitably lead to increased funding of the university, both from the state and from adjoining structures and high-tech innovative enterprises. The main reason for this study is need for building integrated rating of university, is adapted to requirements of employer. Hierarchical procedure of ranking the universities based at identification of priority among three considered important indicators of their innovation development was not considered in literature. The purpose of article is development of methodology and tools for building integrated rating to assess the level of competitiveness the leading Russian universities with help of hierarchical procedure of ranking the most important indicators of their activities. Method of constructing the integral ranking of universities in regions of Russia based on three indicators obtained in research leading rating agencies is proposed: conditions for quality education, level of demand for graduates from employers, level of research activities. In experimental part fulfilled analysis of competitiveness of several leading universities in Russia and comparison with integral rating obtained rating Agency RАExpert. The results show higher ranking of universities engaged in financial and technological challenges at regional level. This demonstrates the need to enhance the impact for major research universities in high technology economical and efficient use of natural resources, quality management and competitiveness of products.
