Abstract
The article gives information on approaches to the formation of the de-offshorization strategies: by increasing the country's attractiveness to do business, as well as through the implementation of state measures that reduce the willing to use offshore instruments. The authors defined and explained the reasons for the slow implementation of the de-offshorization in Russia. Another point shown in the article is the main motivations for business entities to use offshore. The results also identified the impact on Russian Ruble in excess of the liberal legislation on capital outflow.
