Abstract

The article analyzes the problems faced by developers in the implementation of the projection-ing construction and operation of apartment buildings. Presented matrix approach to their analysis. Produced grouping problems in three vertical levels (federal, regional, municipal) and three horizontal levels (building complex, the rental market and the public).
