ТЕОРИЯ ГОСУДАРСТВЕННОГО ВНЕШНЕГО ДОЛГА И ЕЕ РЕАЛИЗАЦИЯ

Аннотация

Статья посвящена результатам исследования в области такого объекта как «государственный внешний долг», представляющего интерес как причина усиления или ослабления государственной независимости. При этом был обнаружен ряд противоречий, которые допускаются в русскоязычной научной и учебной литературе при обращении к дефиниции «долг» долг вообще и внешнего заимствования государства в частности. Это приводит к недостоверным выводам при сравнительном анализе государственных политик и стратегий разных стран. С целью устранения данной проблемы предложены авторские предложения по использованию основных лингвистических единиц: государственный внешний долг, долг внешний государства, валовой внешний. Определены условия для корректного сравнения внешнего долга на международном уровне с использованием официальных статистических баз данных.

Необходимость государственного внешнего заимствования исследуется в рамках основных классических теорий государственного долга: платежного баланса, межвременного ограничения (ожидания), финансовых рынков. Эвристическим методом делается попытка обнаружения их проявление в государственной политике РФ и отдельных зарубежных стран. Было обнаружено, что современное состояние экономик государств, особенно развивающихся, политики их заимствования, вносит коррективы в объяснение причин, обусловливающих формирование долга. Это позволило выделить теорию зависимого развития как одну из доминирующих для данных стран. Кроме этого, выявляются факторы, которые не укладываются ни в одну из рассмотренных теорий. Они объединены в самостоятельный блок «разового фактора». В заключении делается вывод о конвергенции основных теорий долга в государственной внешней политике заимствования стран
