НАПРАВЛЕНИЯ СОВЕРШЕНСТВОВАНИЯ ОРГАНИЗАЦИИ МЕЖБЮДЖЕТНЫХ ОТНОШЕНИЙ НА СУБФЕДЕРАЛЬНОМ УРОВНЕ
Аннотация
Вопросы совершенствования межбюджетных отношений активно обсуждаются на федеральном, региональном и местном уровнях. Особенно актуальна эта проблема для субъектов местного самоуправления, которые не достаточно обеспечены собственными финансовыми средствами. Основными доходными источниками, которыми располагают органы местного самоуправления, являются собственные налоговые и неналоговые доходы, а также безвозмездные поступления от бюджетов вышестоящего уровня бюджетной системы Российской Федерации. Цель исследования заключается в обобщении теоретических основ межбюджетных отношений, рассмотрении существующих проблем в организации межбюджетных отношений на субфедеральном уровне, проведении анализа доходной части бюджета городского округа Иванова для определения степени самостоятельности муниципального образования и разработке рекомендаций по совершенствованию организации межбюджетных отношений на субфедеральном уровне. Объектом исследования являются доходы бюджета муниципального образования. Предметом исследования в данной статье являются межбюджетные отношения на субфедеральном уровне. Исследование основано на использовании данных Правительства Российской Федерации, Министерства финансов Российской Федерации, нормативно-правовых актов, отчетности об исполнении бюджетов Российской Федерации, Ивановской области, городского округа Иванова. Предложены направления совершенствования организации межбюджетных отношений на субфедеральном уровне, которые позволят повысить прозрачность расходования средств муниципалитетами и укрепить их самостоятельность. Результаты данного исследования могут быть применены при разработке мер по совершенствованию и реформированию организации межбюджетных отношений в Российской Федерации, а также для дальнейшего взаимодействия между региональными и местными органами власти на субфедеральном уровне в рамках организации межбюджетных отношений и повышения самостоятельности бюджетов муниципальных образований
