МЕТОДИЧЕСКИЕ ПОДХОДЫ К ОЦЕНКЕ РЕЗУЛЬТАТИВНОСТИ И ЭФФЕКТИВНОСТИ РЕГИОНАЛЬНОЙ СОЦИАЛЬНОЙ И ДЕМОГРАФИЧЕСКОЙ ПОЛИТИКИ: ТЕОРЕТИЧЕСКИЙ АСПЕКТ
Аннотация
Развитие инструментов реализации социальной и демографической политики требует сегодня уточнения и совершенствования методов их оценки и контроля. Речь идет в первую очередь об оценке результативности и эффективности. Эта задача носит выраженную актуальность и прикладную значимость, так как от достоверности диагностики результативности и эффективности зависит качество государственного и муниципального управления в обозначенных сферах, и, в конечном итоге, качество жизни населения субъектов РФ. В то же время как концептуальные, так и методические подходы к оценке результативности и эффективности социальной и демографической политики в нашей стране не имеют однозначного оформления. В данной работе вначале уточнены понятия результативности и эффективности демографической и социальной политики. Затем систематизированы методические подходы к их оценке, выявлены преимущества и недостатки групп методов. На основе апробации выделенных групп методов оценки результативности и эффективности социальной и демографической политики на примере Вологодского региона сформулированы области их применения. В заключении обобщены ключевые метрологические проблемы в анализируемой области исследования и предложены пути их решения
