ЭКОНОМИКА РЕГИОНА: АНАЛИЗ РЕГИОНАЛЬНЫХ ПРОГРАММ ПО ЭКОЛОГИЧЕСКОЙ БЕЗОПАСНОСТИ
Аннотация
В экономике региона все большую значимость приобретают вопросы экологической безопасности. Проблемы в области экологии в настоящее время активно обсуждаются на федеральном, региональном и местном уровнях. Для нас, жителей Ивановской области, особый интерес представляют целевые экологические программы регионального уровня. Известно, что для субъектов Центрального федерального округа свойственны нарушения условия окружающей среды, а также отрицательные трансформации, связанные с прошлой и нынешней хозяйственной деятельностью. В статье рассматривается опыт реализации целевых государственных программ на территории Ивановской области. Использование программно-целевых подходов в деятельности органов власти регионального и муниципального уровня способствует реализации механизма повышения эффективности расходования бюджетных средств. В связи с чем, актуальным становится вопрос оценки эффективности реализуемой целевой программы, которая, в свою очередь, способствует достижению целей региональной социально-экономической политики. Основные моменты, требующие детальной проработки, заключаются в следующем: четкая формулировка цели программы в соответствии с существующей обстановкой в регионе; указание предполагаемых количественных и качественных результатов реализации программы; создание системы индикаторов экономической и социальной эффективности программы; определение возможности корректировки индикаторов в зависимости от влияния объективных факторов; определение механизма управления реализацией программы. В статье анализируется динамика целевых индикаторов государственной программы «Охрана окружающей среды Ивановской области» за период с 2014 г. по 2025 г. Анализ проведен в разрезе подпрограмм, предусмотренных региональным законодательством. Выявлены проблемы, с которыми сталкиваются местные власти в области экономики и экологической безопасности нашего региона. Предложено пересмотреть целевые индикаторы для Ивановской области и проработать методику расчета эффективности реализации программы.
