ОЦЕНКА ПЛАТЕЖЕСПОСОБНОСТИ СУБЪЕКТОВ РОССИЙСКОЙ ФЕДЕРАЦИИ
Аннотация
В условиях экономической и политической нестабильности особую актуальность приобретает оценка финансового состояния субъектов РФ, поскольку ее результаты могут дать объективную информацию о тенденциях развития регионов. Однако в настоящее время на государственном уровне оценка финансового состояния публично-правовых образований в России не проводится. Министерство финансов РФ оценивает лишь уровень бюджетной обеспеченности и долговой устойчивости субъектов РФ. При этом оценка долговой устойчивости не включает оценку платежеспособности субъектов РФ, акцент делается на долговой нагрузке. В научных публикациях при рассмотрении показателей финансового состояния публично-правовых образований внимание уделяется только их бюджетной устойчивости и финансовой самостоятельности, тогда как платежеспособность остается за рамками исследований. В этой связи исследования, посвященные оценке платежеспособности публично-правовых образований в России, не утрачивают актуальности.
Целью статьи является развитие теоретических подходов к содержанию понятия «платежеспособность публично-правовых образований», совершенствование методики оценки платежеспособности субъектов РФ.
В статье на основе авторской методики проведена оценка платежеспособности субъектов РФ, позволившая выявить значительную дифференциацию субъектов РФ по данному показателю. В числе лидеров по уровню платежеспособности в 2023 г. были г. Москва, г. Санкт-Петербург, Ямало-Ненецкий, Ханты-Мансийский автономные округа, Тюменская и Сахалинская области и др. Низкие показатели по уровню платежеспособности имеют республики Удмуртия и Хакасия, Архангельская и Ульяновская области.
Основными методами исследования стали аналитический, статистический и сравнительный методы анализа данных об исполнении бюджетов субъектов РФ, представленных на сайте Федерального казначейства РФ.
