ПРОЦЕССНЫЙ ПОДХОД К УПРАВЛЕНИЮ ДЕЯТЕЛЬНОСТЬЮ ВУЗА
Аннотация
Статья посвящена актуальной проблеме внедрения процессного подхода в систему управления современным высшим учебным заведением. Обосновывается необходимость перехода от традиционных линейно-функциональных структур к клиентоориентированной бизнес-модели, способной гибко реагировать на вызовы конкурентной среды и обеспечивать рост внебюджетных доходов. В работе представлена развернутая методика внедрения процессного управления, включающая ключевые этапы: моделирование и анализ процессов «AS IS», формирование процессного офиса и системы KPI, разработку требований к информационной системе, внедрение процессного бюджетирования и системы непрерывного совершенствования (CPI). Авторы предлагают оригинальную функциональную модель архитектуры бизнес-процессов вуза, разработанную с использованием нотации IDEF0, и детализируют модель управленческой деятельности владельца кросс-функционального процесса. Особое внимание уделяется практическим аспектам: формулируются принципы управления бизнес-процессами, классифицируются их виды (функциональные, кросс-функциональные, сквозные) и предлагается система конкретных измеримых показателей (KPI) для оценки эффективности и качества образовательной деятельности. Делается вывод, что успешная трансформация системы управления вузом требует не только цифровизации, но и комплексных изменений в мотивации, бюджетировании и организационной культуре.
